Sorry guys I was busy in other forums all these days. Today somehow I visited this forum and found your comments.
Now coming to the point it is very hard for me to put stats from 1999 to till today as a "proof" here but I will try to summarized in terms of events. And generally I will keep my predictions tagged to INDIA only because I have not studied or analyzed other categories greatly.
1) Till 2000 second quarter Labor approval in old system was really fast.
People used to have approved labor in one and half months in states like
california. If you arrived in USA in year 2005 or your GC is filed in 2005 or
thereafter you would not understand why I am writing this but ask the
importance about this sentence to the people who filed GC between 2001
and 2005.RIR was kind of recent concept and zillions of oppertunists were
taking advantage of that and still system was not broken. Categories were
not mattered much like today as for both catgories avg GC time was 2 to 3
years from start to end.
2) Here comes famous year 2001 - USCIS came up with AC21 and
simultaneously RIR catgory was starting having problems as those zillions
in step 1 already started clogging "RIR" and most of them were under EB2
USCIS (Then INS) started denial or tightened screws on RIR filing. Lawyers
started to force non-rir and preferably EB3 only category. From this point
onward category started to be mattered much and that thing is still going
on today. An dyet I have not talked about the mess and pile AC21
created with tons of bogus filings. EB2 clogging already became visible due
to RIR based filings... Lawyers were forcing EB3 and non-RIR filing and
couple ing with bogus filing EB3 Queue instantly became monsterous
(Within 6 months, or by the end of 2001) . Another factor is H1b Visa limit
made 195000 from 65000
3) RIR clogging mentioned in step 2 could become controllable so new filing
again get diverted towards EB2 with the knowledge of huge piled up filing
in Eb3. By year 2002 mid USCIS start experiencing "Adminsitrative
problems" and "huge work load and insufficient staff" and hence slow
approvals for labor. Simultaneously economy bubble bursted. Many
legitimate files became garbage as people were laid off left and right. For
survival in USA those laid off people join the queues of consulting
companies and multiple filings started to become visible.
4) Year 2003 - EB2 faced little retrogression briefly for 4-5 months and
second trend of RIR denials and second trend of forcing EB3- NON RIR
filing. EB3 faced brief retrogression for 2 months. Year 2003 finished with 2
Huge lines. Eb2 and Eb3. EB2 was predominantly RIR filings.. Screaming
already started and it was about to become like July fiasco at the first
quarter of year 2004. Because logically RIR was supposed to be faster
processing and it was serving its own purpose. Somehow USCIS realized
that and in all categories Eb2 started to be processed faster and Eb3 is
blocked. (Hey USCIS had 140000 visas only per year even at that time).
So end effect at the end of year 2004 the infamous block of EB3 got
implemented successfully and EB2 was running like "milkha singh".

During the last comprehensive immigration reform bill that fell apart there was an amendment to give citizenship to people who are fluent in English withinin 4years of thier permanent residency. It could come up again if there is another comprehensive immigration bill. Just wishful thinking at best right now.

As pappu stated in the first post of the above referenced thread - some of the ongoing efforts include finding how many IV members would get benefit from such a provision and get basic details such as username/Priority Date of impacted members. Future action items might include drafting documents and letters to support this provision. There maybe actions such as sending emails etc. However we would not be able to open a public action item unless we can have thousands of our members willing to participate in a grassroots action item. This survey intends to understand the needs of our membership for this provision and collect grassroots information.
The fact is we have a dedicated group of volunteers (and we need more) who have been trying their best to spread the message about this initiative so that a strong grass-roots support can be created leading up to launch of the public action items. So far we have around 1100 people who have responded. Based on quick calculations carried out using PERM data, it is estimated that there are at least 60K-70K EB applicants waiting to file I-485/EAD/AP (this is a very conservative estimate..the actual number could be much more). Grass-roots initiatives require time and patience and we request maximum number of impacted folks to participate actively.

PD cutoff date moved by 9 months. this is great news for PERM applications with PDs in late 2005. this also tells us that the state dept will move cutoff dates significantly in the last few months of the year so visas will not go to waste.

I didn't think that EB3 ROW will be "Current" in June. What I meant was that Illusion's PD will be current because he is only 3 months away from May cut off dates.

I consulted 2 attorneys.
One said you should be able to travel on valid H4 (which I have) and be back in U.S before Oct 1st without any impact on COS.
Other one said i need to get H1 stamped in India (which I don�t want)
I don�t know whom to trust. :confused: If anybody has personal experience regarding this I would really appreciate if you can let me know.
I have to know early as I need to travel to India urgently.

In my situation, my lawyer confirms that my child is safe.
However, in the recent IV Attorney Conference Call, the attorney interpreted the law differently. Here is the link to the audio recording of the conference call - http://immigrationvoice.blogspot.com/
My lawyer is confused on this so I asked Greg Siskind on his blog during July Fiasco his reply "I think you're going to be in good shape on your son".
Should I get another opinion? does USCIS send letter saying your child age is locked? we have received the EAD and AP.

You are right. But many people came here at the middle of their carrier and they are struck here with their children education etc., They are bound to be here and there is no way. Further, in my country, there are still reservation policies in everything, which may prevent the kids in going in for the education line they like. I donot want to explain this more as I may be degrading my own mother country. In a nutshell, everyone who wish to be a citizen of this country will have lot of valid reasons for getting a citizenship in this country.
Like for residency status for tax filing.. previous years of stay has some weightage. I think a system with some weightage to prev legal stay would be beneficial to all without any compromise to national securities.. Hence doable...
My 2 cents:
25% credit for legal stay before starting GC process => max allowed = 1 year
50% credit for legal stay after starting GC process (I-485 basis) => max allowed = 2 year
Rest of the time (min 2 years) to be completed after GC approval to be eligible for citizenship...
This happens in Canada also... They even count foreign stay if working for Canadian employer...

Finally i got the email saying card production ordered on May 10th. My priority date is Ju26th 2006 , EB2. Thank You IV , Aman , Anu, Himanshu, Gopal and all other IVans for the help and most importently Aman for forming IV and giving us a forum to congregate and fight for our cause.
I am donor member since 1.5 yrs, was a member of advocacy day event last year. This april i could not take part because of a family emergency back home. IV has helped me immencely both informationwise and also psychologically during days of regression.
I will continue to be DONOR member in the future as well. I hope that will help other IVans.
I wish you all best of luck in your wait.

when is yr EAD expiring ? what about H1 -- if you have given up that then there is not much that you can do ..other than infopass etc. I think logically speaking ,,I should be getting EAD the fastest (there are few more like me) ..who go card prod ordered in june ..so as soon as I get it ..I will post here.
it seems that this has become #1 issue for many people like me ...
as for me ..I have a plan B ...unpaid vacation ...one of my friends had told me once ...you shd enjoy life along the road and not at the end of it :D ..USCIS is doing that for me
It is expiring on Sep 19th and I dont have H1. Im not concerned about taking unpaid vacation, but the real issue is if my employer will continue to keep me in the job. It would be really scary trying to find a new job in this market. So far I have not alerted or gave any hint to my employer. I will see when the time comes.
But the sad part is that USCIS is working in a erratic way and there is no way to find out what exactly the situation is about a particular case.
Going to infopass is not an easy task as it is 100 miles from where I live and driving to and fro without any kind of hope is useless either.
I will wait for few more days will approach the congressman office and see what they can do.
when is yr EAD expiring ? what about H1 -- if you have given up that then there is not much that you can do ..other than infopass etc. I think logically speaking ,,I should be getting EAD the fastest (there are few more like me) ..who go card prod ordered in june ..so as soon as I get it ..I will post here.

Various reasons...time...schedule...other obligations etc...lack of readily available information on IV as an organisation or state chapter....too many steps to do simple things like joining the state chapter :)
ya some of the reasons seem ridiculous...but even small things easily hinder people who already have a busy life. They create mental barriers...where such tasks are just postponed rather than handled in an instant.
I am trying to get more of IV core members to take these small things seriously and have even offered to help in this regard.
I do agree with some of your points. We could do with a marketing consultant for the website, etc
Many on core are working almost all their waking hours, and simply don't have time.
But you know what the funny thing is? No one is willing to donate for these items.
We are even $28,000 short for critical things like Advocacy days.
People couldn't even collect a few thousand dollars for advertising on a single website about IV.
We don't have a paid sales person or PR person.
Most people aren't aware of realities.

I have submitted my wife's passport for renewal by express mail during 1st week of October. I have not heard anything from them and not able to contact them by phone.
